U.S. Agency Specific Funding Restrictions

Since 2011, NASA funds cannot be used to engage in “bilateral” activities with China or Chinese-owned entities.  “Bilateral” activities include research-related activities, such as collaborating with researchers at a Chinese university or research institution, entering into a data use or data sharing agreement with a Chinese-owned entity, or co-authoring a manuscript with a researcher at or affiliated with a Chinese institution.
